NY tracks are less than ambitious, trying to get people out to the tracks, or incentives to bet on their product.

NY state is catch and release everything. Drugs, murder, rape - doesn't matter. Sign a paper promising you'll appear in court and they hold the door for you on the way out.

The only exception is a homeowner using force to protect their property. Then they start warming Ole Sparky up
