A kick is probably less painful than a whip that can leave welts and draw blood. If you had a choice of someone being about a foot away from you and kicking you or slashing you with a whip, which one would you pick? A driver cannot wind up and kick a horse really hard while sitting in the sulky. A lot of times, the driver simply drops their foot down until it hits their hock or gives them a kick to scare them. This, of course, is not legal because the driver, by removing their foot from the stirrup, can lose their balance and potentially fall or cause an accident. But I am wondering why is it okay to pull the ear plugs on a horse, by kicking straight up to pull them out. Your foot is still leaving the stirrup. Why no fine for that?

BTW, Gural is a Hypocrite!!!!!!!

The no kick rule (no feet out of stirrups) is a safety issue. Feet out of stirrups, driver has no leverage to control horse should something occur during race.  11.wp 11.wp 11.wp 11.wp

Sorry, But they have not had so called "stirrups" on racebikes in years, Now it's just a metal bar to brace your foot against. So really having your foot out of the stirrups no longer a viable violation. Just dropping your feet to kick and kicking is a violation.

Whether its a stirrup, a pad or metal brace (like the one in your head) it helps to maintain leverage and control  11.wp 11.wp 11.wp 11.wp 11.wp 11.wp 11.wp

USTA Rule Book 2018/2019 Page 66 reads:

(f) Stirrups
1.   Each sulky shall be equipped with two stirrups or foot supports.
2.   Each stirrup or foot support shall not be more than 8" wide.
3.   The stirrups or foot supports shall be attached to the inside of each
shaft no closer than 30" from stirrup or foot support to stirrup or foot
support. (Also See—Subsection (c) 2.)

USTA Rule Book 2018/2019 Page 63 Reads:

§ 18.08 Improper Conduct/Foot Out of Stirrup.—Improper conduct is
forbidden in a race. After the starting gate is in motion, both feet must be kept in
the stirrups until after the finish of the race, except that a driver shall be allowed
to remove a foot from the stirrups temporarily for the purpose of pulling earplugs.
