Off topic, what is the name of the little spinner that attempts to hold the horses in the winner's circle after the race?

Many years ago Victor Reeves, dubbed as the only driver ever from Hawai, crossed the finish line first and tumbled from the sulky almost immediately! They left his horse up but the ambulance had to remove Reeves as he was deceased! So the saying came to pass- "stone cold winner!"

this goes back a ways. frank O'Meara had a promising young horse named armbro elvis that had strung together a number of wins I believe in the 3 yo division against the best in the country at the meadowlands. he won his last start, but frank, driving elvis, swore the horse actually suffered a heart attack in deep stretch and it was his "courage and momentum" which carried him across the finish line to continue his win streak.

can anyone find his pp's? armbro elvis back in  the late 80's or early 90's at the meadowlands.
