Harness Racing looks nothing like America. And the part of America it does look like, there is no Harness Racing.  Steps should be taken to recruit inner city kids and show them the living that can be earned working in the industry.  If the main stream media ever put 2 and 2 together and saw how much money thru government regulations was given to Harness racing and saw how few minorities were involved The race card would have a new spot to be played.
And if Politicians who support harness racing were called on the carpet for its lack of minorities, he would have a lot of explaining to do. To get ahead of the curve, harness racing should  promote increasing minority participation

Show the inner city yout, how much illegal drug use is permitted and kids of all color will be lined up for blocks to become involved. And once the blacks and Mexicans see how much cheating is involved, they will feel right at home

I don't think you could get MORE minority participation in harness racing. The barns are full of Latin(brown) people. And quite a few black ones too.  ;D
