Why was there a refund?
Mike from the Racetrack - (Paraphrase) There was a recall as one of the horses did not make the gate, the STOP BUTTON (makes the race close for wagering) was pressed but did not activate therefor the race went off also despite the recall while bets were still being wagered in the mutual pools during the live 3rd race. Race had to be refunded under PA The State Horse Racing Commission rules.
