Massachusetts takes pride in licensing potential owners/trainers/drivers.

This week Walter Case Jr. was a no go and there were quite a few individuals who were denied licenses over the last few weeks!

If Massachusetts is this tough, how come other states don't' do the same 'diligence'?

Inquiring minds want to know!
