What are the requirements to Bar a horse ?   With this horses past wouldn’t it have been safer to all.  Who does that?  Management ?   Judges ?

  This isn't alltogether uncommon, as those familiar with Seatrain and the like, can attest. Who even wants to be on the track with that rat? Barring is correct if goofy/common like that. tmbz1
