When New York City (and the surrounding areas) were the hot spots, Gov Cuomo established a pact with 4 states, PA, CT, NJ and RI on the reopening of these areas. This was to limit travel when areas did reopen.

To require positive antibodies is the problem, as only people that have had the virus may have antibodies. At least 90% have not had Covid-19, therefore, no antibodies.
