Why should a horse breaking behind the starting gate that causes interference to another horse that causes a recall get to start the race (after the recall) with no penalty. After all, he not only broke, interfered with another horse AND caused a recall because of the interference. But again, he gets to reline up on the second go around with total impunity. This just doesn't seem right? Opinions please!

It is to great good, the horse gets a restart. The pool is adjusted and refunded, the horse and the connections get a chance to earn. And, it is not done with impunity. There are consequences to breaking and causing a recall.
Because it may not be that easy to determine if he actually was at fault--then that could hold up the start of the race for the other horses while the officials confer. It is what it is. Like the man said- they are horses not cars and besides horses have won races or hit the board when they broke behind the gate. Not likely, but it does happen.
