John Groth???? crimminals get licensed???

How does this big tall goof get a license to own a horse after threatening Brent Hollands life? and stiffing every vet and merchant on the backstretch?
This is the guy who pulled a scam on Waist management and claimed a horse with Nance
They didn't want to license him back then cuz of his past and Nance had to talk the stewards into it and they let him only because Nance vouched for him.
Then him and Nance got into it outside the drivers room at Maywood when Groth wouldn't pay and Nance slapped him silly in front of everyone there.
this is a real bad guy?
