What Win % is Realistic for the Top Trainers?

When arrogant, brazen trainers choose to ignore the judges and care less about the impression ... how is the obvious addressed?
Best trainers seems to turn in a 20% MAX Win % and a UDRS @ maybe, maybe .325.  There are trainers that perhaps that can compete at a slightly higher level; but, when previously mediocre trainers suddenly score 3 X higher than the year in/year out best trainers .... why don't the stewards of the sport / directors of the paddock step in to address the situation?  Frequent trackside bettors look over the program and if they see a high % listiing as trainer, they don't spend a minute handicapping and go straight to the window to bet on the name that shows a tripled score over the others.
Wagerers and other horsemen forced to make an attempt at betting and/or racing against others that appear to be working with an unfair advantage.
This is very bad for the sport; and, detrimental to the window action..

Track officials figure that the job of the testing labs is to catch the super trainers,not theirs! The last thing that judges want is to have hearings.This is why you see the deals made to avoid appeals!
