I do not know Petrelli so won’t say he is or isn’t looked at as trouble but I can say Mark , Steve and Ray are crooks and times catches up with everyone sooner or later. Mark experiencing some now and for one of the 3 mentioned time is no longer on his side.
One thing to remember, no matter what anyone thinks of another if someone spews enough to the right people you do get on their radar.  If nothing else that’s one thing Petrelli has done is bring names time after time to people you don’t want to know your name.
