Some stables put big training miles in during the week.  Some people go around the track from the 8 hole with less effort than those training miles.   Starts is only part of the equation.

20 starts for 2 year olds, 25 for 3 year olds, 35 for aged horses.

12 to 14  starts  max for  two yr olds

You could vote yes, no or no reply.
There was a place for comments.
I agree with 12 for 2 year olds. No limit on 3 year olds and aged horses. 
Breeders don’t want to limit # of starts as the want the babies to break down so they can sell more yearlings. 
We all know the day before the vote all reply's will be deleted , Williams and Faraldo will pass or reject as they want. 
Did anyone else receive a survey ?
