The pool total? Not every track milks it until it's met. I know a few times that WEG has topped off the pools although that was earlier on in their pick 5 rollout.

It's true. The track just don't care about a race delay as long as the guarantee is finally met, or as little loss as possible is taken if it's not met. The guarantee is to hopefully entice/bait the public to bet enough so the track doesn't have to pay out of pocket. C'mon Hush. You know this.
