Regardless of outcome, both of their licenses should be suspended for YEARS. I am writing to the Governor to demand an investigation. No joke. That was the most criminal move I have ever seen in a race.
Pretty sure it's legal. I know in thoroughbreds it is at least. Seen a jockey hand another jockey their whips multiple times throughout the years.
Rather cool and funny unless you had a bet in the race.

What would be the purpose of handing over your whip to an opponent in a race other than to aid him in advancing ? There should be a severe penalty for this, to both parties, regardless of where each finished.
