I gotta side with Spermy on this. The City That Hauls and Lights the World, has turned the corner. Albeit, not every corner. The Hood is one of the worst in nation. They are making inroads but, it may be like pissing up a rope.
The areas where private investors have made an investment with huge government handouts and unsustainable tax abatements, have shown outstanding improvements.
One of the greatest problems in The Electric City is property and school tax. A home with a $100K assessment cost the homeowner $8,000 a year in taxes.
Bottom line, yes it has improved. No, I would not live in that city if you paid me.
