A Settlement Agreement was signed July 8, 2019, where the parties agreed to the following: a six-month suspension of Mr. Zubkoff Jr.’s occupational licenses beginning July 27, 2019 and ending January 26, 2020; a $10,000.00 fine; Edward Zubkoff Jr. agreed to never seek licensing under the Michigan Horse Racing law of 1995. All horses owned or trained by Edward Zubkoff Jr. are ineligible to participate at this time. Any transfer of horses, beginning July 27, 2019 must be approved by the Stewards prior to entry. The parties understood the $4000.00 in purse money needed to be returned to the Horsemen’s Bookkeeper at Northville Downs and by signing the Settlement Agreement, Mr. Zubkoff waived all rights to any action related to this
