Ford started in 2007, that's 12 yrs, not 25. The EPA has been a pain in the ass, they've gone after farms and tracks about run off for a long time, look at what they went through at Pocono with bathing horses, manure in bins. Meadows covered wagons, now containers. Moving streams and creeks, ya gotta have permits and I'm sure they knew it.
