ACadillac dealer here, giving a new twist to the sales pitch ''buy one, get one free,'' for a week now has been offering a free 1986 Yugo GV to consumers buying a ''selected'' Cadillac.

Through the promotion, Noce Cadillac has sold 22 Cadillacs, but no one has yet taken home a Yugo. Under the offer, the buyer can opt for a Yugo or a further discount off the Cadillac price.

''All other retailers are selling through `buy one and get one free`

promotions, why not car dealers?'' asked Bob Woychik, general manager at Noce. ''It`s a way to generate some interest.''

The Cadillacs selected for the promotion range in price from $24,000 to $28,000 and are built by General Motors Corp. The four-passenger, three-door hatchback Yugo is valued at $4,200, Woychik said. It is built by Zavodi Crvena Zastava in Yugoslavia.

''Everybody has waived the car (Yugo) in lieu of an additional discount

(on the Cadillacs),'' said Woychik. ''But we`ve had over a hundred phone calls. We have a lot of appointments set up.''

Woychik said he is able to offer a free Yugo with the purchase of a Cadillac, ''because the combination of the two fit.''

''One is at the high end and one at the low end. The numbers work,'' said Woychik. ''We can still make a profit.''

How does Yugo America Inc. feel about having its car treated as a promotional giveaway? There`s no problem. Noce still has to buy the cars from Yugo America before the cars can be given away, a Yugo official said.

''One of the things that the Yugo (does) for dealers is it builds

(showroom) traffic,'' said Dan Prior, at Yugo America headquarters in Montvale, N.J. ''The Yugo helps the dealer sell other lines of cars.''

The Yugo has been available in the United States since September. As of early this week, 9,200 Yugos had been sold.
