Propulsion had a neurectomy reported on his USTA registration, but who's job is it to report that it happened ? The owner, the trainer, the vet. As of now there is no rule that anyone has to report it . I was very surprised that it was reported to the USTA in the case of Propulsion .

But that they were coming with a rule that would make the owner of the horse responsible. Good luck having any of those reported.
