Look up the whole family and you will see their all cheaters with multiple positives and suspensions which tells you the suspensions and fines do nothing to halt it. If racing followed 0 tolerance and gave them all life then maybe racing would be better off and the 0 tolerance should go to the owner as well because he pays the bills so he is well aware what is going on.
