They will pull the actual correspondence wherever it was made by phone or the net. Then the video. Did he have intent? Yes. A judge will issue a warrant. It doesn't happen overnight. But it will.

I think he gets off with just the embarrassment of the situation... He INTENTED to suck off a 15 year old, Yes..But there was never a 15 year old present or involved. How can you lock him up for intent when their was never a 15 year old involved? What would he be charged with? I think there's a lot worst in harness racing then Allard.

As been shown hundreds of times on the different Chris Hansen series it doesn't matter if there  WAS a fifteen year old or not as there never were any minors in those shows but ALL the pervs got arrested.

I'm not a lawyer but IMO these guys have broken the law by soliciting what they THOUGHT was a minor and that was shown in the texts in this case.  Once they go for a meet it IS intent and basically case closed.
