I can understand the purse cap condition as a means to protect the horsemen from outside coming in--but couldn't the race secretary just not accept entries-like  they do in Delaware?
By having low purse caps--you are preventing a better class of horse coming in-which theoretically should help with handle as it brings in different bettors.
How will he justify having a low purse cap--if the prizemoney at his track doubles??
If a horse fits the condition and its not too much of a class drop--IMHO the purse cap should be dropped.More horses-more betting--that's a plus and even lead to having more races on the card..
