Most every race.  Whats a $200 - $300 fine when you win a  $300,000 + race ?  Probably the owner paid the fines. 
Up  the fines & give them days. See Bartlett got 10 days….

Top drivers don't need a whip. I just watched a race from Cal Expo and it looke3d to me like the drivers were not carrying whips.

You can look up examples of most any driver. Yes he did his share of pounding, 'BUT' you might notice, I said they 'USUALLY' got the hint the first time. Other times, he had to resort to further reminders.

Yeah, those top drivers attracted a handle of 2.9 million last night. The WHOLE state of Ohio won't handle that much this weekend.

Billy Haughton drove Handle With Care without a whip. She ended up being one of the greatest race mares ever.

I believe a book on the Haughton’s tells the story why this occurred!!  I believe Peter Haughton drive her once and used the whip. She deeply resented this and came to a ‘dead stop’ on the track during an actual race. Peter told his dad about this and dad said don’t do it again.
