You are missing the point. Yes it is legal. But people need to know that a NYSS trustee uses his farm as dump for healthy mares that are barren. They need to know others hid their dead animals there they dropped with a needle. Also did you forget the EPA agreed and that pile is gone. Leaching into the Wallkill. It was a place to make problems disappear. If you agree with that you are just as big a scumbag as he is. It is legal to bury and compost all dead livestock. But when a needle goes bad and the death is never reported you don't see the problem? You are a perfect example of why the business can never be cleaned up.

Yes=there is a problem not reporting a horse death to the USTA.
"§ 26.17 Death of Registered Horse.—When a registered horse dies or is disposed
of without the registration certificate accompanying the horse the owner of the horse
must notify the USTA in writing and forward the registration certificate of the horse to
the USTA for proper cancellation."
Nothing illegal about Mark Ford burying horses at his property EXCEPT if it causes environmental contamination. You cherry picked the horse slaughter site--that was minor compared to all the other MAJOR violations that occurred.
Mark Ford Court decision:
"The consent decree resolves violations of CWA § 301 at the two sites for discharge of fill material and process wastewater into waters of the U.S. without the appropriate CWA §§ 402 and 404 permits, and violations of terms and conditions of a construction stormwater permit issued under § 402. Specifically, the violations alleged for both sites include: (1) the discharge of fill material into approximately 26 acres of wetlands,1,900 linear feet of Crystal Run Creek, a perennial tributary of the Wallkill River, and 900 linear feet of an unnamed tributary of the Walkill River, without a § 404 permit; and (2) discharges of pollutants from a concentrated animal feeding operation (CAFO) to Crystal Run Creek without a § 402 permit. At the Slaughter Road Site only, there were violations of a State Pollutant Discharge Elimination System (SPDES) construction general permit (CGP)."
So 1)OWNER-not reporting a horse death to the USTA is a violation with the USTA----probably a small fine.
     2) Burying a horse on ANYONES property is legal in NY as long as you dont violate any codes--which Ford did--so now he has to pay fines along with his other MAJOR discretions.
Shooting a horse --is not illegal as long as you comply with local Laws and regulations --which Ford didnt do.
Since Ford has already been to Court-and has been fined millions--why are we still rehashing this shit daily?
