DO THE TRACKS HAVE MARSHALS/OUTRIDERS ANY MORE?

In my day, the Marshall brought out the horses for the parade to post.
At Harrahs Philly, they follow the starting car. Does that mean they dont have an outrider?
They can be very important if theres a mishap.

The tracks that I watch and wager on, do have outriders.
