The only way I can answer this is what I saw last week when I was there. It certainly is an area that has seen better days. From 1957-1982, I spent all my summers at a bungalow colony. It was the best summers anyone can have growing up. There are just a handful of bungalow colonies left. And all those amazing hotels are now gone too. Cheap flights, air conditioning, and more interesting alternatives doomed the Catskills. Since the need for employment has dwindled down to nothing, over 35% live under the poverty level. Both white and black. It is easy to understand how a town can become so poverty stricken when the average family of four people earn less than $30,000 per year. The reality is that the beauty of the Catskill Mountains is still awe inspiring. But Monticello and the towns around it are suffering. With no new investment and no real desire to improve education at the local schools, hope is a hard to find.
Wow. An intelligent calculated answer. Sweet. Yes, Monticello and many surrounding towns have been impoverished for over 40 years. It is all directly related to the collapse of the tourist industry.

More like many people from the hospitality industry left their NYC homes and jobs to come to some of the greatest hotels in the country. Many would face a great reduction in hours or get laid off completely. This trend would go on for 20-30 years. Soon Monticello and the rest of the area became a place of low wage earners and dependant on government programs. With most of the businesses and properties being owned by out of town people, most fell into disrepair as the demand for them disappeared. A very common story. Substitute hotels and vacation industry for any other and you have the same story. None of it involves "breeding Cockroaches".

It's not racist to point out FBI statistics, black commit way more violent crimes than any other race on average. Also African countries have the lowest IQs by far some still eat with their feet.

Exporter, one thing I do find very interesting regarding Monticello and the surrounding towns, is the effect the World Resorts Casino has had on the local economy. I spent a few days there this week. And while it's impressive looking, it seems to have had no positive effect on the local economy. When the casino was first proposed, I had hoped that Sullivan County would insist that a portion of the casino's profit go into a fund that could be used for their low performing schools and job creation prospects. My wife and I walked through town so we can get a great bagel and coffee at the Monticello Bagel Factory. People were friendly and warm. A lot of "Good Mornings!". We didn't feel unsafe at any time walking through town. There is little doubt that Monticello is going through very difficult times.

I’m not disagreeing with you -you can’t disagree with my analogy of how the blacks overtook Monticello It’s a sad fact.

That was the hope. Just like every economic development plan that came to Sullivan County. One of the greatest challenge to the hopes and plans was and is, the over estimates and underachieving performances of the casinos. I had an office on Broadway in the Sullivan County Community College Extension bld. I had a contract with the College to provide a truck driver training school for it's students. My task was to recruit, thrain and refer graduates for employment.
 After being successful in many towns across the country with similar demographics, Monticello and Newburgh were failures. The people eligible for the training had serious deficiencies. many were felons, few had verifiable work histories. Yet, do to the huge demand for drivers, I found companies to hire them. But, nobody wanted to work. They all wanted bankers hours and weekend off.
 One morning I was pulling into the office parking lot and it was closed off by police tape. Seems there was a murder in the hotel next door the night before. It was committed by the same guy that threatened to kill me a day earlier for calling his councilor for him missing class. That was a normal day in dealing with Sullivan Counties underbelly.
 That was 2004. The same year they opened the racino. in the first 30 days of the slots at Monticello Raceway, they laid off 50% of the staff. Business was never close to the projections of the Casino's and promises of the Government.
 My point is, they have been throwing money at this place for the past 40 years. Most often with the fools notion it will bring in tourism like the old days. It has gotten progressively worse.
 So, is Moticello's problems a result of the Black domestic help being left behind?

Exporter, I try not to dignify folks with answers that I think are anti-semetic or racist. While that may be a "easy" excuse for not doing one's homework, the issue facing Sullivan County is very complex. I want to thank you for doing what you have done to help the folks there. Your task was difficult with a workforce with many issues and flaws. My years in the bungalow colony saw a vibrant community where everyone was working and prospering. I caddied for 5 years at the Concord's "Monster" course. Sometime's i'd go out twice due to the need for caddies. I am glad you didn't get hurt trying to help. And you are right about 'throwing money" at Monticello. I have a friend who has two sons in Monticello High School. She tells me the education there is horrible. I don'y know the answer. Or if there even is one.

This is the same thing that has happened all over the Midwest for the last 50 years. At Monticello the tourist industry goes downhill so do the surrounding towns. In the Midwest factories close down.. jobs go overseas and small towns become crime and drug ridden. Desperate people do Desperate things. It's very sad to see and the color of somebody's skin has nothing to do with it. My wife's family is from around Wheeling,West Virginia. It used to be a great town.. lots of steel mills. Now it's bad. There is a casino on Wheeling Island that has dog racing. I think it's 1 of 2 dog tracks left. Anyway same thing they thought the casino would "revive" the area. It's full of crime and drugs. I wouldn't want to walk around there at night.

Yes! If Monticello was a thriving village with low crime snd a pleasurable place to visit It would be a different story. Prior to the blacks taking over Monticello was thriving you can’t argue that.
