Now add to that the fact that many drivers right now at the Big M and other smaller tracks that Elite has infiltrated and think about this. These drivers are not making much $$$$. I will use the proverbial term " the envelope" making it back into the game and think of the unbeatable edge that would give Elite.
I remember watching Skeeter Pines betting at Orange County OTB. He would give his numbers to the teller like a man on speed ( which he was). He also typically left out certain drivers ( as he was their bag man) from his "batch" of numbers and he would always collect, I will not name the YR drivers he typically left out as that will turn the thread in another direction. This was all at Yonkers Raceway.
These races were not ore-arranged perse but. As Larry Rplla described, all you need is 2 or 3 dead guys in a race. The rest are all whipping and slashing to win the race.
Fast Forward to today. No need to call in the bets. Batch em up and send in 3000 or more single wagers in the last minut3. and I mean 3000 individual bets not $3000 dollars. Now leave out the guys who took the "envelope" and you see why only 3 live tickets, all Elite were live in the last leg of the P6. I am noy accusing Elite, this is the cusp of what will happen with Caws. Who knows which one.
I don't want to debate you Grandstand Handicapper, but this is the making of the biggest scandal horse racing will ever see. Much worse than the Drexel Boys or the referees in basketball a few years back or any other betting scandal ever seen'. T
As it is they really may not need to pass out "envelopes" but I submit, it is likely to have started. Human greed runs deep.
