Surely he has to be high on suspect list with the way his horses perform, I know they look in tremendous condition on track but noting ever seems to run badly

He runs a small stable with many Irish imports that fit low conditions even with showing many wins. The purses there are very small there so many of those wins don't count. Plus they fit with low lifetime money earnings.

He's buying the best ones that Ireland and Britain have to offer.  And pays top dollar. Burke started buying there years ago and its caught on. Most of the horse brought over are from well-known US sires.

Well, there was this:

CLEARY, ROBERT W, EAST WINDSOR, NJ, YOB 1983
M on 4/30/2021 FINED: $1,000 HORSE DISQUALIFIED, PURSE REDISTRIBUTION POSITIVE TEST- POST RACE Robert Cleary was the programmed trainer of the horse SWEET LUCY LOU when he raced in the 12th race at the Meadowlands Racetrack on Friday, April 30, 2021. Following this race, SWEET LUCY LOU was required to submit a blood sample for analysis. A report from The Industrial Laboratories, Wheat Ridge, Colorado., identified the presence of Aminocaproic Acid. The presence of Aminocaproic Acid in a post-race blood sample is a violation of N.J.R.C. 13:71-23.1(a)(b). As the programmed trainer, Mr. Cleary is fined $1,000 which must be paid to the NJRC by June 18, 2021 in full. Consistent with N.J.A.C.13:71-23.7, the horse SWEET LUCY LOU is hereby disqualified from sharing in the purse from the 12 race on Friday, April 30, 2021. Status as of 8/17/2023 - Amendment - withdrew appeal

NOT something you would use as a stimulant or pain blocker; probaby a heavy bleeder and used to help during training with too high a dose, or too late a withdrawal to miss the testing.  Here is the "textbook" finding:

"The antifibrinolytic agent aminocaproic acid (ACA) is occasionally used prior to episodes of intense training in racehorses suffering from exercise-induced pulmonary hemorrhage. Although a previous study indicated that the drug is cleared rapidly in horses, some racetrack practitioners claim that recent adverse analytical findings for ACA in postrace samples were from ACA administrations 5-7 days before the race. The purpose of this study was to re-examine the pharmacokinetics of ACA in horses to address this apparent conundrum. Eight exercise-conditioned thoroughbred horses were administered 5 g of ACA IV, and blood and urine samples were collected at pre-determined time points prior to drug administration and for up to 168 h after dosing. Concentrations of ACA in the serum and urine samples were determined by LC-MS/MS. The pharmacokinetics of ACA in serum were best described by a three-compartment model with a terminal elimination half-life of 24.2 ± 2.9 h. After dosing, ACA was above the lower limit of detection (1 ng/mL for serum and 10 ng/mL for urine) in all serum and urine samples at all time points. In a similar manner, ACA was above the lower limit of quantification (LLOQ; 10 ng/mL for serum and 100 ng/mL for urine) in all serum and urine samples collected from all horses from 0.5 to 120 h post dosing. In six of the eight horses, ACA was above the LLOQ 168 h after dosing in serum and urine samples. LC-MS/MS methodology is the industry standard for testing of samples collected from racehorses with the purpose of controlling the use of medications and performance altering substances. The improved sensitivity of the analytical procedure used in the present study allowed the detection of a prolonged terminal elimination phase of ACA in horses that had not previously been described. Currently, most racing jurisdictions have not adopted a permitted concentration or threshold for ACA in postrace samples, and therefore veterinarians need to allow for an extended withdrawal time of a minimum of 11 days after the administration of ACA to racehorses to substantially reduce the risk of adverse analytical findings of ACA in postrace samples. "

Here's the NJ statute he violated:

Section 13:71-23.1 - Intent of medication rules; general provisions
(a) It shall be the intent of these rules to protect the integrity of horse racing, to guard the health of the horse, and to safeguard the interests of the public and racing participants through the prohibition and/or control of all drugs and/or substances foreign to the natural horse. For the purpose of these rules, a drug and/or substance administered to a horse is foreign to the natural horse irrespective of whether the said drug and/or substance is also naturally occurring to the horse.
(b) On the day of the race, irrespective of the date, time, and method of administration, no horse entered to start in or participating in any race shall carry in its body any drug and/or substance foreign to the natural horse, excepting external rubs and innocuous compounds as defined in this section and as otherwise provided for in this chapter.
Examples of drugs and/or substances foreign to the natural horse, and thus prohibited pursuant to this section are as follows:1. Articles meeting the definition of drug as set forth in N.J.A.C. 13:71-4.1;2. Chemical substances;3. Stimulants;4. Depressants;5. Anesthetics;6. Tranquilizers;7. Anti-inflammatories;8. Erythropietin (epogen, EPO);9. Pain killers;10. Sodium bicarbonate (baking soda);11. Confectionery sugar;12. Stamina builders;13. Mixtures, compounds, or solutions commonly referred to as "milkshakes," which contain any prohibited drug and/or substance; and14. Controlled therapeutic medications equal to or in excess of the threshold levels set in the Association of Racing Commissioners International (RCI) Controlled Therapeutic Medication Schedule (Schedule), version 2.1 (Revised April 17, 2014), which is incorporated herein by reference, as amended and supplemented.
